Hydroelectricity, Environmental Governance and Anti-Reflexivity: Lessons from Muskrat Falls

Hydroelectric projects are often pursued on the promise of economic development and environmental co-benefits as a source low-carbon energy. We analyse case Muskrat Falls hydropower mega-project (located in Labrador, Canada) to understand why this project failed live up its promised benefits, but instead delivered double disaster cost risk. The key concepts anti-reflexivity deep stories help us assumed an aura inevitability political public discourse until it was too late change course. Drawing publicly available data secondary sources, we identify constellation social forces that maintained about risks led disaster. Our analysis identifies vital lessons for countering improving governance related energy mega-projects.
